I would like to contribute certain ideas and opinions as a foreigner. My two daughters are doctors.
The younger decided she will take up residency in US and started ECFMG certification. She got B1/B2 visa to be able to take tests administeredonly in US.
The elder did not want to go out of Delhi. She has been selected for a government employemnt (government employment is prized in India). In the mean time she decided to also seek ECFMG certification. Her visa was rejected under 214(b). She feels humiliated with the rejection. In the next two weeks she has got into residency in the best Indian Medical School and will be joining on 1st July.
It is very strange in spite of the VOs expertise the candidate with intent to immigrate got non-immigrant visa and the candidate with NO intent to immigrate was refused under 214(b).
Any foreign medical graduate visiting US for taking United States Medical Licencing Examination (USMLE) has basically expressed an intent to immigrate. Visit to US is preliminary step only. Is 214(b) really applicable for such visa applicants.
Another pertinent issue is - Is intent really assessable in an interview by VOs? An individual will illegal intent will easily hide such intent. It is only the innocent who are unfairly punished. You may ask yourself - How come 20+ foreigners trained to be pilots in US and later flew some flights on targets in 9/11? I think it is time US Congress and Senate give some thought to this and become more friendly to foreigners who want to visit US.
214(b) violates the basic principles of natural justice.
If it cannot be ammended US better close its embassies abroad.
I have visited US four times. It is a great country. It tells American bussinesses to forego business oversears rather than bribe. I was in US when the houses debated exploited illegal immigrants and legal immigrants waiting in queue at its embassies.
214(b) is contrary to basic American values.

Do you know of any changes to these requirements? I have been talking to my fiancee on webcam for two years. I can print out the log which shows that we have "met" on webcam. The USCIS can "meet" her on line at their convenience. Would this meet the requirement?

Hi, I would like some information, if possible about this...

I heard from some people that even though a domestic maid was already granted aB1 visa to enter the US, she still needs a letter from the Thai Labor Dept. or she will get stopped at the immigration checkpoint at the airport in Thailand requesting it. Is this true? If so, how do I get information on what is needed?

Pls advise.

Thanks.
